Praecom Consulting was created in 2009 as a merger of Spectrum Resources Inc and Ace Network Services, a division of Ace Editorial Services.

Emma D. Underdown is Chief Executive Officer of Praecom Consulting and has been a successful small business owner since 1997. She holds a Masters Degree in Media Communications and is currently developing e-learning platforms for medical education. Emma’s strong organizational skills help keep projects running smoothly and on time, and her communications skills maximize our clients’ impact on target audiences. Emma has a Technician Class Amateur Radio license and is actively involved in Cub and Boy Scouts.

Allen J. Underdown is the President of Praecom Consulting. He has over 20 years of experience in the information technologies and telecommunications field. Having worked for large enterprises, service providers and telecommunications manufacturers, his broad experience provides our clients an unparalleled knowledge base for finding solutions that fit each individual situation. He have several industry certifications, including those from Avaya, Cisco, Proxim, and TIA. His strong background in unified communications, call center and IP telephony as well as in network design and implementation. In addition, Allen has been involved with numerous microwave, broadband wireless and land mobile radio projects as an independent consultant. Allen holds several industry certifications and an Extra Class Amateur Radio license.

Jay W. Underdown is a consultant at Praecom Consulting, and successfully operated Spectrum Resources as an independent communications consulting firm for more than 30 years. Jay’s expertise lies in implementing land mobile radio and microwave systems solutions. He is a retired Senior Member of the Institute of Electrical and Electronic Engineers and a Fellow of the Radio Club of America. He also is a retired Senior Member and Master Engineer certified by the National Association of Radio and Telecommunications Engineers (NARTE), holds a General Class Radio Telephone license (formerly a First Class Radio Telephone License), and an Extra Class Amateur Radio License.
